About Uraan Pakistan and JMC&RC

Uraan Pakistan is an innovative initiative by the Government of Pakistan to transform the healthcare ecosystem of the country into one that supports centers of excellence that combine clinical service provision, education, and research.

As part of Uraan Pakistan, the Jinnah Medical Complex & Research Center (JMC&RC) is being established as a flagship institution that will provide high-quality healthcare, research opportunities, and contemporary hospital management practices in the center of Islamabad.

The Center will include modern laboratories, a patient care unit, a classroom and teaching space, and training centers that will provide an environment for the next generation of medical and health science leaders.

Available Positions

The Ministry of National Health Services, Regulations & Coordination welcomes applications for the following high-impact internationally competitive job positions at Jinnah Medical Complex & Research Center (JMC&RC).

The position(s) are contract-based with a competitive salary commensurate with market trends and opportunity for growth.

1. Chief Operating Officer (COO)

No. of Posts: 01
Age Limit: 45–60 years

Qualification:
Master’s in Business Administration (MBA), or in Management, Health Administration, or equivalent PhD in Nursing from a recognized reputable local or foreign university.
Preference will be given to candidates with an MBBS or equivalent.

Experience:
A minimum of 15 years of experience in senior management roles in the healthcare industry, including 5 years of experience in senior executive/leadership roles in the healthcare industry.
Track record of managing large healthcare institutions or organizations.

Key Skills:
Strategic leadership, healthcare operations, policymaking, and performance management in uncertain and/or high-stress environments.

2. Chief Design & Construction Officer (CDCO)

No. of Posts: 01
Age Limit: 50–60 years

Qualification:
16 years of education in Construction Management, Civil Engineering, Architecture, or related fields.

Experience:
10+ years of experience in construction management, including 5 years of experience in senior supervisor roles.
Strong background in hospital or healthcare-related infrastructure.
Demonstrated experience in managing large-scale projects (PKR 200M+), contractors, consultants, and ensuring all work meets JCI/IHRA standards.

Skills Required:
Project delivery, compliance, coordination with stakeholders, and construction quality assurance.

3. Senior Manager – Administration & Security

No. of Posts: 01
Age Limit: 40–60 years

Qualification:
Master’s degree (16-18 years of education) in Public Administration, Management Sciences, Security Management, or a similar discipline from an institution recognized by the HEC.

Experience:
18-20 years of progressively responsible experience in administration, logistics, and/or security, preferably in a large organization or a mega public sector project.
Demonstrated experience in managing protocol, communicating with the government, and planning and executing events.

Key Responsibilities:

  • Establish security, emergency, and access control protocols.
  • Monitoring EPC contractors’ contractor safety and security policies.
  • Responsible for transport, logistics, facilities management, and vendor liaison.
  • Liaise with law enforcement and government ministries for approval of district permits and crisis management.
  • Report To: Chief Officer of Corporate Services (CCSO)

4. Talent & Rewards Manager

No of posts: 01
Age Limit: 30-45 years

Qualification:
Master’s degree in Human Resource Management, Business Administration, or Management Sciences from an HEC-recognized Business School.

Experience:
8–10 years of increasingly responsible experience in Human Resources and Talent Management, of which 3 years in a managerial role.
Experience in performance appraisals and HR policy benefits in a large organization.

Key Responsibilities:

  • Lead the recruitment and onboarding cycle in accordance with NJP and PPRA cycles.
  • Manage performance evaluation systems, eligibility and compensation cycles, and HR audits.
  • Responsible for the health Insurance and benefit programs.
  • Responsible for HRIS audits and data entry.
  • Ensure HR policies and procedures comply with labor laws and best practices to meet SECP policy.
  • Report To: Chief Officer of Corporate Services (CCSO)

5. Manager – Accounts Payable

No of posts: 01
Age Limit: 35-50 years

Qualification:
CA Finalist/ACCA/ICMA/MBA (Finance) from a recognized university or institution.

Experience:
6–8 years relevant experience with at least 3 years in a managerial role in large-scale infrastructure or EPC projects.
Specialized knowledge in EPC contracts, payment approval based on stage completion, applicable taxation, and reconciliations.

Responsibilities:

  • Oversee outsourced Accounts Payable process.
  • Approve all payments associated with contracts, budgets, and work certifications.
  • Ensure taxes are filed with all appropriate paperwork as required by the FBR/SECP.
  • Liaise with Construction, Procurement, Finance, and Audit departments for reporting and compliance.
  • Report to Chief Financial Officer (CFO)
