Project Overview: “Strategic Planning and Implementation Unit, 2024–27”
The Strategic Planning and Implementation Unit (SPIU) is an important initiative within the Women’s Development Department to increase the policy, planning and monitoring capacity of the provincial government on issues of gender equality and women’s rights.
Using evidence-informed planning, research, and coordination, the SPIU will work to align gender policies in Punjab with existing international commitments to gender equality, which include CEDAW, SDG 5, and others.
The Senior Policy Analyst/Team Lead will be an important leadership role in the SPIU process, providing team guidance on policy development, implementation, and evaluation processes.

Essential Qualifications
Master’s Degree (16 years of education) in the discipline of Social Sciences or Management Sciences from a university recognized through the Higher Education Commission (HEC) of Pakistan.
Experience Expectations
At least eight (8) years of professional, postgraduate experience in research, policy analysis, or project management.
Preference will be given to candidates who have at least two (2) years of experience working as a team leader in organizations located at the provincial, regional, or international levels.
Essential Knowledge, Skills, and Abilities
- In-depth knowledge of global and regional policies on women’s empowerment and gender equality.
- Basic awareness of Pakistan’s international commitments and achievements related to gender undertakings.
- Proven advanced analytical, research, and report writing capabilities.
- Proven strong leadership and management skills.
- Proven excellent oral, written, and interpersonal communication skills.
- Proven advanced computer, data management, and analysis skills.
Main Responsibilities
Policy Development and Policy Analysis:
Manage gender policy development and analysis to identify gaps in policy and propose recommendations to enhance women’s socio-economic status.
Strategic Planning:
Coordinate the development and implementation of strategic plans to ensure women’s development interventions are coordinated and delivered at national and provincial levels.
Research and Data Management:
Conduct high-quality research on gender equality, women’s rights, and social inclusion to be evidence-based in policy-making.
Coordination & Networking:
Work collaboratively with other departments of government, NGOs, UN agencies, and other international partners and stakeholders in support of gender-transformative governance.
Monitoring and Evaluation:
Oversee, monitor, and assess the status of projects for development, develop impact assessments, and ensure accountability and transparency in the implementation of the projects.
Capacity Building:
Oversee and coach the project team on their development and efficiency in women-focused activities.
Reporting:
Produce detailed reporting analyses for management and stakeholders.

The recruitment will be on a project basis only up until 30th June, 2027, subject to satisfactory performance being confirmed.
Candidates must have a domicile of Punjab.
In case of Government employees, they must apply through the proper channel and attach a No Objection Certificate (NOC) with the application.
