1. Human Resource Specialist
Total Posts: 1
Salary: Rs. 450,000 to Rs. 650,000 monthly (lump sum)

Qualification and work experience:
Masterβs degree (or higher) in HRM/HRD or related discipline duly recognized by HEC. Preference will be given to candidates possessing professional human resources certification from an international authority or institution. A minimum of 10 yearsβ relevant service experience is required, in either the public or development sector.
Key Responsibilities:
Assessing organizational needs and conducting succession planning. Reviewing and revising human resources policies, service regulations, including organizational structures. Reviewing and/or revising Job Descriptions (JDs) and key performance indicators (KPIs) for all positions. Initiating recruitment of employees/professionals and maintaining Human Resource data. Reviewing, analyzing, and monitoring compensation, benefits, and compliance within the function of Human Resources. Supporting the implementation of HRMIS and managing disciplinary processes. Identifying training needs and facilitating courses to build capacity. Performing any additional HR work as directed by the management.
This position is integral to ensuring an efficient, qualified, and motivated workforce that has the capacity to implement the regulatory functions entrusted to the PPRA.
2. Regulation Expert
Total Posts: 1
Salary: Rs. 450,000 to Rs. Rs 550,000 monthly (lump sum)
Maximum Age: 47 years
Qualifications and Experience:
Master’s degree (or higher) in Public Policy, Public Administration, Supply Chain Management, Corporate Law, or related fields from a university recognized by HEC. Preference will be given to candidates who have an internationally recognized professional qualification beyond their bachelor’s degree. Minimum 10 years’ experience in drafting procurement rules, regulatory framework, policy analysis, or public sector oversight and or management.
Responsibilities:
- To professionalize the procurement systems by leading the harmonization of the procurement systems and drafting and updating statutes, regulatory rules, standard bidding documents (SBDs), manuals, and codes of ethics.
- To conduct economic and operational studies for the betterment of procurement systems.
- To review and build the capacities of the procurement units in ministries and divisions.
- To build and update frameworks that support compliance, innovation, and standardization.
- To recommend process improvements in the procurement space.
The objectives of the position are to maintain an efficient public procurement system in Pakistan that is transparent and meets international standards.
3. Litigation Specialist

Salary Range: Rs. 450,000 to Rs. 550,000 per month (lump sum)
Age Limit: Maximum 47 years
Qualifications & Experience:
- LLB (16 years of education) or higher law degree from a HEC-recognized university
- At least 10 years of relevant legal experience (preference will be given to public sector litigation experience).
- Candidates with LLM or equivalent international qualifications will be preferred.
Key Duties:
- As a litigation expert, I represent the PPRA in courts, including high courts, in procurement disputes
- As an attorney, prepare defense documents, replies, and notices for the PPRA.
- Liaise with legal counsels and procuring agencies.
- Provide legal advice to management and other stakeholders.
- Record and organize legal issues and assist the pooled and review committees
- Issue communications to concerned parties on behalf of committees
This position is only for competent and experienced legal professionals with an interest in governance and public sector procurement law.
4. Legal Executive

Salary Range: Rs. 350,000 to Rs. 450,000 per month (lump sum)
Maximum Age: 40 years
Qualifications & Experience:
L.L.B. (16 years of education) or a higher law degree from an HEC-recognized university. Minimum of 5 years of relevant legal experience, preferably in the public sector. Preference will be given to candidates holding an L.L.M. or international legal qualification.
Key Duties:
- Assist in providing legal support in the development of procurement regulations.
- Draft legal replies and notices on behalf of the PPRA.
- Liaise with legal advisors, procurement agencies, and panel experts.
- Represent the PPRA in legal proceedings and provide legal advice for stakeholders.
- Keep records and provide secretarial assistance on behalf of review and sanctions committees.
- To perform any other work as assigned by the management.
The legal expert shall ensure the legal framework and operations of the PPRA comply with National and International laws.
Eligibility Criteria
In all cases, the candidate must meet the following to apply for any position with the PPRA:
- Computer literacy is a must.
- Only Pakistani Citizens will be considered.
