🌍 About The Project: Pakistan Raises Revenue Program (PRRP)
The Pakistan Raises Revenue Program (PRRP) is a World Bank-financed project aiming to strengthen Pakistan’s tax administration and revenue systems.
The program focuses on efficiency, transparency, and the institutional capacity of FBR to support domestic resource mobilization and compliance.
As part of PRRP, specialized Project Managers will be hired to lead and manage Track and Trace implementation in key industrial sectors—Sugar and Cement—which are major contributors to Pakistan’s tax base.
These positions ensure traceability, digital tracking, and monitoring across supply chains to enhance compliance and transparency in tax collection.
👔 Position Details
1. Project Manager (Sugar Sector)
Qualification:
Master’s degree (16 years of education) in:
- Information Technology
- Computer Science
- B.Sc. Engineering
- MS-CS
- Business Management
- Finance / Economics / Supply Chain
- Chemical Engineering
The degree must be from an HEC-recognized university.
Experience:
- Minimum 10 years of project management or implementation experience.
- Minimum 2 years of direct experience as a Project Manager.
- Experience with Track and Trace systems or relevant projects (preferably in the Sugar sector) is an asset.
- Knowledge of supply chain and production regulations within the sugar industry is desirable.
2. Project Manager (Cement Sector)
Qualification:
Master’s degree (16 years of education) in:
- Information Technology
- Computer Science
- Engineering (B.Sc. / MS)
- Business Management
- Finance / Economics / Supply Chain
- Chemical Engineering
Must be from an HEC-recognized institution.
Experience:
- Minimum 10 years of professional project management or implementation experience.
- Minimum 2 years of direct experience as a Project Manager.
- Experience with Track and Trace systems in the Cement sector preferred.
- Familiarity with cement production processes and industry regulations is an added advantage.
⚙️ Primary Duties (for Both Roles)
The appointed Project Managers will:
- Supervise design, planning, and implementation of Track & Trace projects.
- Coordinate with FBR, vendors, manufacturers, and World Bank teams.
- Oversee technical, operational, and financial project aspects.
- Maintain project documentation and performance reports.
- Ensure compliance with World Bank procurement and operational procedures.
- Identify sector challenges and mitigate risks.
- Represent FBR in meetings with industry and regulatory bodies.
- Ensure adherence to timelines, deliverables, and KPIs.

- A Curriculum Vitae (CV), dated and signed, listing qualifications and references.

🧾 Selection Process
Selection will follow World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised 2017 & 2018).
Applicants must also adhere to the World Bank Conflict of Interest Policies (paragraphs 3.14, 3.16 & 3.17).
Assignment duration depends on project needs and performance evaluations.
