About BISP and the Policy Research Unit (PRU)

The Benazir Income Support Programme (BISP) is considered the best example of a social safety net program in Pakistan that gives financial aid to low-income families. The PRU is responsible for POLICY_RESEARCH_AND_DEVELOPMENT_PROCEEDING_REVIEW_SOCIAL_PROTECTION_AND_POOR.

1. Team Lead—Expert in Policy Research and Governance

Location: Islamabad
Number of Positions: 1
Maximum Age Limit: 50 years

Qualifications & Experience:

  • PhD or an equivalent advanced degree in the field of economics, public policy, social policy, governance, or a related field.
  • At least 15 years of post-qualification experience, including a minimum of 5 years as the director of research work.
  • Experience in the development of institutions internationally is a plus point.

Key Responsibilities:

  • Oversee the easy and timely execution of the PRU’s yearly plan of work.
  • Make sure the research is in line with the vision and policy priorities set by the BISP Board Research Committee.
  • Create and carry out a research strategy to assist BISP in its social protection programming and innovations.
  • Make suggestions to the policymakers regarding women’s empowerment and poverty graduation initiatives.
  • Check and improve the frameworks of the basic BISP interventions (NSER, UCT, CCT, and complementary programs) with a focus on fiscal sustainability, efficiency, and social accountability.
  • Create and maintain collaborative relationships with internal departments and external stakeholders, such as federal/provincial governments, civil society, and development partners.

2. Social Sector Economist and Expert in Financial Forecasting Modelling

Education & Work Experience:

  • PhD or its equivalent in the fields of economics, economic modelling, macroeconomics, econometrics, development macroeconomics, applied statistics, or any other closely related discipline.
  • A minimum of ten years of professional experience in the area of financial modeling and forecasting of social sector interventions as the intervention’s major contributor.

Key Responsibilities:

  • Assist the PRU Team Leader in developing the research strategy, annual work plans, and report preparation.
  • Evaluate the fiscal space and perform the financial gap and needs analyses for the social protection programs.
  • On the basis of evidence, present program recommendations that will be financially viable, cost-effective, and sustainable.
  • Conduct economic impact assessments of both the ongoing and future BISP interventions.
  • Facilitate collaboration with the government and the aid agencies.
  • Critically examine and synthesize the global and national literature for proposing gains in the present and prospective programs.

Must-Have Skills:

  • The ability to Financially Forecast and model economics
  • Evaluation of Social Sector Program Impact
  • The use of Evidence-Based Policy-Making Techniques
  • Assessment of a Program’s Cost-Effectiveness and Viability
  • Conducting Stakeholder Consultation and Providing Support as an Advisor

Working Conditions

  • The chosen consultants will be engaged on a contractual basis following the ADB procurement policy.
  • Only the candidates who are shortlisted will be notified for an interview.
  • Interviews will not cover any travel or lodging expenses.
  • It is required that a consultant adhere to the ADB Conflict of Interest policies.
  • The final date for submission of EOI through ADB CMS is 30th November, 2025 (11:59 PM Manila local time).
