Punjab Affordable Housing Program (PAHP) Overview
Punjab Affordable Housing Program (PAHP) is a vital project that is financially supported by the World Bank and is being implemented in partnership with the Urban Unit and Punjab Housing and Town Planning Agency (PHATA). Educational Qualification
The candidates must have:
A Master’s or a higher degree in Procurements and Contract Management, Business Administration, Finance, Law, Accounts, or any other relevant discipline from a university recognized by HEC.
Professional certifications in areas of procurement, contract management, or supply chain management would be an advantage.
Experience Requirements
A minimum of 8 years of professional experience in field-related procurement, supply chain management, or contract management is required. Knowledge and experience of public sector organizations or donor-funded programs/projects (such as the World Bank, ADB, or USAID) will be an advantage.
Job Responsibilities
Linking the PAHP project with the procurement process in a very good manner, with the provision of transparency and efficiency at the same time, is very much expected from the procurement specialist.
Main functions include:
Procurement Planning: Prepare, implement, and continuously update procurement action plan in line with program objectives.
Compliance and Coordination: Promote communication and understanding between different departments and guarantee that both procurement-related goals and agreements are met.
Operational Management: Establish operational plans, manage budget consumption, and ensure costs are minimized.
Documentation and Evaluation: Prepare and evaluate technical specifications, TORs, RFPs, contracts, and evaluation reports.
Financial Monitoring: Monitor monthly budget utilization and suggest corrective action if necessary.
Team Collaboration: Work closely with the Senior Procurement Specialist and other associates for a smooth procurement process.
Additional Duties: To complete any tasks assigned to the Senior Procurement Specialist or Program Head.
Required Skills and Abilities
The perfect candidate should have:
A thorough understanding of the procurement policies and procedures (PPRA/World Bank).
A solid grasp of the contract management and tendering processes.
Expertise in drafting both technical and financial documents.
Outstanding analytical and interpersonal skills.
