The person selected shall be the Head of the Debt Management Office (DMO) and shall be responsible to the Finance Secretary.
Job Responsibilities
The job is to accommodate the Director General (Debt) with the following responsibilities:
- Give strategic leadership and overall direction to the Debt Management Office to ensure that public debt management is consistent with the fiscal policy objectives, macroeconomic stability and long-term debt sustainability.
- Establish and approve the strategic plan for public debt management including the formulation of the Medium-Term Debt Management Strategy (MTDS), Annual Borrowing Plan (ABP) and other key policy guidelines in accordance with the FRDL Act, 2025.
- Oversee internal and external borrowing schemes strategically, such as market access, diversification of funding sources, and decisions on funding options and their alignment with cost-risk priorities.
- Responsible for the debt risk management (DRM) framework and its strategic benchmarking for interest rate, refinancing and contingent liability risk.
- Work towards no-breakdown of borrowing policies and processes.
- Make sure that a multi-source financing of government comes about, introducing the various domestic and external debt instruments.
- Have robust governance, accountability and internal control systems throughout the DMO.
- Coordinate and facilitate high-level contacts with stakeholders including Finance Secretary, SBP, EAD, IMF, credit rating agencies and investors.
- Take executive responsibilities for investor relations and market communication.
- Get statutory debt publications and fiscal risk disclosures timely and coherent, including inputs into the budget and debt sustainability analysis.
- Provide leadership on debt data questions and ensure compliance with reporting requirements.
- Ensure institutional development and capacity building of the DMO and implementation of best practices in the international arena.
- Make recom-mendations to the Government about strategic issues related to debt; carry out other functions as delegated by the competent authorities of the FRDL Act, 2025.
Eligibility Criteria
Educational Qualification
The applicant should have either:
- At least 16 years of education / Master’s Degree from an institution recognized by HEC or an international institution in the field of Finance, Economics or related studies;
- Chartered Financial Analyst (CFA) Charter-holder; or
- FRM professional qualification.
Experience
The advertisement requires:
- At least 17 years of experience in officer cadre, finance, public debt management, treasury or financial/capital markets.
- Must be in a Leadership position equivalent to BS-20 for a minimum of 5 years.
